Multi-Function Pole best practice guide

The Multi-Function Pole (MFP) Best Practice Guide and General Facilities Access Agreement (GFAA) was published in August 2025 by the Australian Local Government Association (ALGA) and Council of Capital City Lord Mayors (CCCLM).

It provides comprehensive guidance for Australia’s councils and landowners on the planning, procurement, installation, and management of multi-function poles—modern utility poles designed to support a variety of services such as lighting, telecommunications, CCTV, public WiFi, and smart city infrastructure.

The guide also includes a model agreement to streamline negotiations with telecommunications providers, aimed at supporting the rollout of small cell 4G/5G technology.

Developed with input from capital cities and industry stakeholders, it helps councils navigate technical, legal, and aesthetic considerations while promoting coordinated and efficient infrastructure deployment.
